About Jordan
Jordan A. Harcombe advises employers, plan sponsors, and fiduciaries on the design, administration, and compliance of employee benefit and executive compensation arrangements. Her practice focuses on helping clients navigate complex regulatory regimes, including ERISA, the Internal Revenue Code, HIPAA, MHPAEA, COBRA, and the ACA—while delivering practical, business-oriented solutions. Jordan also advises regularly on the complex field of leave compliance.
Jordan regularly partners with clients on day-to-day benefits administration issues, including plan documentation, participant communications, claims and appeals, and compliance with evolving federal and state requirements. She also supports clients in high-stakes matters such as agency inquiries, benefits-related disputes, and transaction diligence involving employee benefit plans.
Known for her detail-oriented approach and responsiveness, Jordan works closely with clients to identify risk, simplify complex requirements, and implement clear, actionable compliance strategies.
In addition to her practice, Jordan volunteers her time regularly with Jacksonville Area Legal Aid and is a member of the Jacksonville Pro Bono Roundtable.

Representative Matters
- Advise employers and plan fiduciaries on compliance with ERISA, the Internal Revenue Code, HIPAA, COBRA, and the Affordable Care Act, including drafting and revising plan documents, SPDs, and participant communications.
- Assist clients with mental health parity compliance, including preparation of comparative analyses and responding to regulatory inquiries.
- Support benefits-related aspects of corporate transactions, including due diligence review of health and welfare plans, retirement plans, and executive compensation arrangements.
- Prepare 50-state compliant leave policies.
