Full Bio
Mr. Horner practices in the areas of construction law and commercial litigation. Mr. Horner represents a variety of clients including property owners, developers, construction managers, general contractors, and subcontractors. Mr. Horner counsels clients on issues arising from all phases of construction projects – beginning with contract drafting and negotiation, to pre-suit resolution of disputes, to litigation of a variety of disputes involving matters such as mechanic’s liens, delay claims, surety bond claims, change orders, property damage, differing site conditions, defaults, terminations, and design defects, and more. Mr. Horner also has significant experience representing both project owners and adjacent property owners in connection with negotiation of construction access agreements, and RPAPL 881 proceedings.
Mr. Horner is a member of the New York City Bar Association and serves on the Construction Law Committee. He is admitted to practice in New York and Virginia, as well as the U.S. District Courts for the Eastern and Southern Districts of New York.
Mr. Horner earned his B.A. from Mount Saint Mary’s University where he was recruited for and played NCAA Division 1 baseball. He received his J.D. from Catholic University of America in 2015 where he was a member of the Moot Court team and editor and published author on the Catholic University Law Review.
