ATLANTA (August 5, 2014)James P. Monacell, a partner in the Atlanta office of Smith, Gambrell & Russell, LLP (SGR), announces the release of his book, Georgia Public Finance Law Handbook. This book provides the essential legal resource on matters of bonds and public finance in Georgia.

Georgia Public Finance Law Handbook is intended to provide a guide to the principal constitutional, statutory, and case law bearing on the issuance and usage of debt and other forms of financing by public bodies in Georgia. Related topics such as tax incentive transactions, procedural requirements, and regulatory issues are also addressed.

Mr. Monacell is the head of SGR’s Bond and Public Law Practice, where he handles high-profile matters for government, nonprofit and for-profit entities involving bonds, public law, public finance and project finance. Mr. Monacell has written extensively and is a frequent lecturer on the subjects of public law and finance and economic development. He is a member of the National Association of Bond Lawyers. Additionally, he has been named a Fellow of the American College of Bond Counsel.
