Mr. Brock’s practice includes all aspects of land use and zoning law including re-zonings, variances, special or conditional use permits, special exceptions, subdivision approvals and all other permitting.   Mr. Brock has extensive experience in representing primarily developers and property owners in guiding projects through the various administrative land use and zoning processes.  His experience covers a broad range of residential, commercial, industrial and mixed use projects.

Prior to joining SGR, Mr. Brock worked as a civil engineer for several local engineering firms engaged in the civil design, hydrology design, and regulatory permitting of commercial, industrial and institutional projects throughout the U.S.   It is in his capacity as a civil engineer, Mr. Brock has worked with numerous municipalities throughout Georgia and the U.S. through all stages of development, including rezonings, variances, site plan amendments and other land use applications.  In addition to his professional background, Mr. Brock brings with him a number of professional certifications, including his registration as a Professional Engineer in the State of Georgia, LEED Accredited Professional for Building Construction and Design through the U.S. Green Building Council, and certification as a Level II Certified Erosion Control Design Professional through the Georgia Soil & Water Conservation Commission.

Mr. Brock received his Bachelor of Civil Engineering from the Georgia Institute of Technology in 1999 and went on to earn a Masters in Engineering from the University of Maryland in 2009 and his J.D. from the Georgia State University College of Law in 2016, earning a certificate in Land Use and Environmental Law.   While at Georgia State University, Mr. Brock participated in the Urban Fellows program through the Center for Comparative Study of Metropolitan Growth, earning the Urban Fellows Research Award in 2015 for his legal research into the Clean Water Act.
